    colleges and universities have to operate international service learning and volunteer service programs? Why can’t they just use the program like anyone else?

    The prioritization of projects is not the US government. The requests for fellowships should be outside these constraints and awarded based on study. Studying development work should not be a requirement.

    I am so tired of Un-Constitutional Bills and even more so with the politicians sponsoring, co-sponsoring and voting Aye on these bills.
