This would make it legal for a person other than a ‘real’ docter to perform an abortion.
It would not allow a person to refuse to do an abortion if it was against their moral or faith beliefs.
this reads like it would force insurance companies to pay for an induced abortion regardless of the reason.

This is not a good bill.
On the contrary, it is clear from reading the full text of the bill that S 96 would do the opposite of what Shirleys says it would. Existing law says that if a doctor refuses to perform abortions, the federal government cannot discriminate against that doctor for that reason. This bill expands this protection to cover hospitals, insurance companies, HMOs, etc. who refuse to perform abortions or to pay for abortions. This bill PROTECTS the right of individuals and organizations to refuse to perform abortions.
Without this bill, the federal, state and local governments can strong-arm insurance companies and HMOs into paying for abortions. This IS a good bill.
It is unconscionable to force someone to do something for which they are morally opposed. There are plenty of other entities who are pleased to perform this service. This looks to me like a very good bill.
