It does not make sense. The summary says that the patent rights goes to the person who files the patent, regardless if he/she is the inventor at all. -

I understand voting for H.R.1249 - America Invents Act, is good politics, but I plead for your attention on amending this bill with real reforms. For the sake of our country's future.
You may not be aware of the current situation, but large corporations are amassing massive patent arsenals and waging all out war in technology today. When Google has to acquire Motorola for $12.5 billion dollars simply for patent protection from unrelenting litigation, the system is broken.
