The instructions contained in the motion seek to require the managers on the part of the House to insist on (1) the highest level of funding for the "Federal Highway Administration-Emergency Relief Program" account for activities consistent with the definition of "disaster relief" included in the Budget Control Act of 2011, and (2) the highest level of funding for the Community Oriented Policing Services (COPS) programs.
