country we like better? Again, marines flushed out oSama from which country? please get your facts straight. Talk to any employer and they will tell you that their hiring criteria is strictly based on merits. Just so you know, the guys waiting in green-card queue already have jobs. Remember the two young graduates from IIT,India that cracked the prime-number(in deterministic time) defactoring algorithm. Point us to one noble-worthy ideas from ‘countries you like better’?
Employer doesn’t care which country you are from, they care what the person can do to improve the company’s productivity and increase their profits. The bottom line is Talent! Talent !! and Talent!!!
Have been waiting for 7 years now. Have money but cannot buy a house, new car nor cannot invest in any private business activity. All because I am a highly skilled employment based immigration applicant from the backlogged country “India”. I strongly support HR3012 and thank the Representatives who introduced and support this bill.

There are many like you my friends. I will buy one house to live and another vacation timeshare house tomorrow if I have the GC. There are 3 other friends of mine who are in the same boat. Passing of this bill will give a significant jolt to the economy.

why invest in a house if the residency card isn’t approved? If for whatever reason the green-card doesn’t get approved then the individual will have to go back to his/her home-country. Guess what will happen to that home-loan then? DEFAULT. Which we don’t want to happen :).
I support this bill. Have been waiting in the queue for more than 6 years, country of birth shouldn’t be a barrier for this.
Sorry I am not supporting this one. It only benefits EB3-I and would retrogress all other categories. I voted against it.
When we deal in getting highly qualified talent from all across the world, rightfully we do not put country based quota on H1B visa or other visa.
That way we make sure we get brightest talents coming to USA irrespective of there country of origin. Then why can we not treat them equally and fairly, and not based on there country of origin when we are giving them employment based Green card.
Please remove country based quota and support HR3012, so that we can retain the talent pool here in USA.
Pl remove this race and country of origin quota from the system. Though this will hurt some country and advantage some country but quota doesn’t bring fairness to the system. Time to rethink for congress and take decision so that people waiting in line can decide for their future.
I am surprised how this “quota based on country of origin” in employment category has managed to exist in the law for so long. Can employers limit hiring based on “country of origin”? If not, then no other law related to employment should have this limit.

If you have a unique skill, visa is practically instant.
These are Indian engineers, IT workers, other tech industries that want CHEAP labour. They work for half what we do!

Just want to remind you that no corporations are helped here, just honest, hard working legal immigrants who pay State/federal/Social security taxes are waiting for more than 10 years. These people have contributed to the economy by buying cars, spending in the mall ( my wife does a lot :)) etc. So, it is wrong to say corporations are helped here.

Give those people the freedom to choose employers and move around in the country at will and the wage discrepancy, if there is any, would go out. This bill supports your idea. No body wants less money for the same amount of work. support this bill.

Per-country caps are our way of controlling what our culture becomes. This is poorly appreciated. I think the US has a right to have an opinion on what values are being brought in. I have no a priori problem with any particular set of values or raising cap levels for any particular country. But I think the caps should remain available for our use. Removing them entirely is a nonsensical jettisoning of a useful control. Why do it?
“Per-country caps are our way of controlling what our culture becomes”. With that statement alone, you’re assuming that each country represents a single culture. Have you been to India? Within that country, there are at least a dozen different cultures. The north is very different from the south. Travel the world my friend, and learn that a single country does not equal a single culture. This is even true for the US. All of the US doesn’t follow redneck culture, right? Hopefully you get the point and understand why per country limits do not make sense in an immigration category that is meant to judge people on the skills, expertise, and education they bring to our country.

Simply put, this bill does not solve the employment based immigration retrogression issue. This bill is basically just moving the problem from the left pocket to the right pocket. HR 3012 will only takes green cards from ROW (Rest of the World) and give them to immigrants from India. Further, this bill will only benefit people from India with older priority dates, Indians with newer priority date will still have to wait many many years.
In the end it’s just gonna be 15 years waiting for A, 14 years waiting for B and on and on.
This bill is about spreading pain and not about solving issue. Please vote NO.

Like beloved Steve Jobs mentioned, this country needs an engineers who studied in here so the country can maintain the techinical competency when it comes to challenges..If you look at Steve Jobs auto biigraphy he clearly asked Obama to give green cards for the students
Just simple math: a Chef from different counrty getting GC, whereas a techie who studied here had to wait long time to get GC
India and China probably consume the greatest number of H1b visas sponsored by research organizations (educational) or corporate bodies. Why? Why not have a quota system there? Simply because the ROW will not be able to supply enough to cover the demand (it has not, cannot now and will not in the future). If India and China supplies the greates numbers of students/researchers/techies to the US then why is there a 7% restriction for permanent residency cards?? Give me one justification. Show me one corporation/educational institution/research organization that has a per country quota for hiring workers. Dear members of congress (house/senate) and the support staff, please realize that this is nothing but a big mistake and HR3012 will correct this mistake. This would be a small but important step in the move towards a better immigration system. Many applicants from ROW (rest of the world) are negative about this bill for purely selfish reasons.
I’m writing to express my opposition to this bill. I believe the overall idea of the US allowing foreign immigrant workers to work in the United States is 1) fulfill the shortage of highly-skilled employees in various sectors and, equally important, 2) to bring further knowledge and culture from different parts of the world into the US. Given that this bill does not change the number of visas available, it will maintain goal #1 while hindering goal #2. Only a very limited number of countries will benefit from this while a very large majority of countries will be negatively impacted. Please do not support this bill.

President Bush talks about the freedom and promised to protect the people where ever they may be on the globe from the Dictators or Bad Rulers..We are here but r we facing the same ?? It is unfair for an EB3 waiting for 10 years or more while EB2s get the preferrential treatment with all the VISAS alloted to them from the EB1 overflow! FY2007, 2008,2009 had over 12000 Visas each year from EB1 granted only to EB2.Time to stop this Nonsense and also the country quotas and make it FIRST come FIRST served. If USCIS wants to restrict Green cards, then do so at the NON-immigrant Visa level. This is turning out to be more like a Lottery and playing with people’s lives!
