I oppose H.R.4310 - Wartime Contracting Reform Act of 2012, and am tracking it using OpenCongress.org, the free public resource website for government transparency and accountability. It has been brought to my attention via NDAA's authorizing the indefinate detention of American citizens, that Congress is playing a deadly game of attempting to amend the Constitution using laws passed by themselves instead of the sole remedy of passing a constitutional amendent.

See for example the summary in this article: http://www.huffingtonpost.com/2012/12/21/ndaa-indefinite-detention-bill-rand-paul_n_2347774.html
