3/10/2011--Introduced.Cluster Munitions Civilian Protection Act of 2011 - Places specified restrictions on the use of cluster munitions. Directs the President, within 90 days after the use of such munitions, to submit to the congressional defense, appropriations, and foreign relations committees a plan for cleaning up any such munitions or submunitions which fail to explode and continue to pose a hazard to civilians.
