5/26/2011--Introduced.Veterans Health Care Improvement Act of 2011 - Directs the Secretary of Veterans Affairs to:(1) submit to Congress a plan to introduce pay-for-performance mechanisms into contracts which compensate Department of Veterans Affairs (VA) contractors for the provision of veterans' health care services through community-based outpatient clinics (clinics);
(2) commence plan implementation within 60 days after submission, unless Congress enacts a law prohibiting or modifying plan implementation; and
(3) report semiannually to Congress on the advisability of utilizing such mechanisms in the provision of VA health care services by means in addition to such clinics.
