11/17/2011--Introduced.Growing Opportunities for Agriculture and Responding to Markets Act of 2011 - Amends the Food, Conservation, and Energy Act of 2008 to direct the Secretary of Agriculture (USDA) to establish a local farm business and market garden loan program to make available to eligible lending entities loans to develop revolving loan funds to assist:
(1) producers in establishing local farm business projects or market garden projects that will produce fresh foods locally, and
(2) local farm business projects and market garden projects to create local employment opportunities. Sets forth program provisions.
