I finally got to see the text of S. 2213. It incorporates S. 2188 and H.R. 822 but it also adds a provision for Constitutional Carry States (like H.R. 2900). It brought back the “least restricted” clause that was deleted from H.R. 822 before approval in the House. It also does not include the two GAO studies (GAO audit of the States’ concealed carry permit or licensing requirements for non-residents and GAO study of the ability of state and local law enforcement to verify the validity of out-of-state concealed fire arms permits),that were added to H.R. 822 before approval in the House.

S. 2213 is by far the most comprehensive Bill and should be the one we support, but it may, because of the Constitutional Carry State provision, need to be approved in the House before a Joint conference can be held. Still a long race to run. I hope one of these actually finish the race!

April 18, 2012 – Senator Dianne Feinstein placed Senate Bills S.2188 and S.2213 on hold.

Just a day after her staff met with three gun violence victims from the California Chapters of the Brady Campaign on April 16, 2012, and two days after 32 victims of gun violence came to Capitol Hill to demand that Congress keep guns out of the hands of dangerous people, Senator Dianne Feinstein put a hold on the concealed carry bills, S. 2188 and S. 2213.

In order to get the National Concealed Carry Reciprocity Act 2012 passed and signed it will need to be made a part of the General Election focus. Passing the House and Senate will do no good unless it will be signed into law. This will require a sitting President willing to abide by the wishes of the people and the law of the Constitution of the United States.

It will be interesting to see what comes next. I am convinced that we’re about to face even more strict rules. If only this will make our country safer… Starting from long term care and ending with public safety, we really have to do better if we want to see a difference.
