2/1/2011--Introduced.Empowering States to Innovate Act - Amends the Patient Protection and Affordable Care Act to:(1) allow states to apply for waivers of certain health insurance coverage requirements in such Act (including requirements for the establishment of qualified health plans and health insurance exchanges) for plan years beginning on or after January 1, 2014 (currently, January 1, 2017), and
(2) require the waiver application process to begin not later than 180 days after the enactment of this Act.
