Iraq Self-Sufficiency and American Energy Independence Act of 2008 - Transfers to the Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy and to the Office of Science for research, development, and demonstration to develop renewable energy and improve energy efficiency in the United States unexpended amounts:
(1) in the Iraq Relief and Reconstruction Fund;
(2) in the Iraq Security Forces Fund; and
(3) authorized for the Economic Support Fund that are available to Iraq.
