Nationwide Freight and Personal Mobility Act - Specifies a formula for the automatic authorization of additional appropriations for National Highway System (NHS) improvement projects, starting FY2010, if apportionments fall below a certain level. Revises the federal share of non-Interstate highway projects to make it:
(1) 80% for non-NHS projects; and
(2) 85% for NHS projects.
