To require persons who seek to retain seed harvested from the planting of patented seeds to register with the Secretary of Agriculture and pay fees set by the Secretary for retaining such seed, and for other purposes.

To provide compensation for certain World War II veterans who survived the Bataan Death March and were held as prisoners of war by the Japanese.

To deny certain Federal funds to any institution of higher education that admits as students aliens who are unlawfully present in the United States.

To amend title II of the Social Security Act to require that the Commissioner of Social Security notify individuals of improper use of their Social Security account numbers.
