Health Care and Reconciliation

House Speaker Nancy Pelosi [D, CA-8] has been busy firming up the groundwork for finishing health care reform through the budget reconciliation process. "This is what the Republicans did to pass their bills, their tax cuts for the rich,” she said recently. But is budget reconciliation actually meant for this kind of thing?

If Senate Democrats can round up 50 votes to pass three changes to their bill using a filibuster-proof procedure, there appears to be a clear path forward for the Democrats to finish up health care reform and get their bill signed into law.

Pelosi Talks Health Care

In her first public statement on health care since the Scott Brown victory in Massachusetts, Rep. Nancy Pelosi [D, CA-8] made it clear that the House was not ready to accept the Senate bill as-is. But she added: "We have to get a bill passed -- we know that. That's a predicate that we all subscribe to."

Moving Forward With Health Care Reform

Tuesdays's special Senate election in Massachusetts will certainly be viewed as a referendum on Congress' health care bill. But even if the Republican candidate wins and the Democrats no longer hold a 60-vote supermajority in the Senate, there will still be at least two realistic options for the health care bill to make it through Congress and be signed into law.

Budget Reconciliation is NOT the Nuclear Option
