Democrats and Republicans are still trying to work out a deal ahead of Monday's cloture vote on Sen. Chris Dodd's [D, CT] financial regulation bill. Meanwhile, some surprising support from the energy industry has brightened the prospects of a proposed climate change bill from Sen. John Kerry [D, MA], Sen. Lindsey Graham [R, SC] and Sen. Joe Lieberman [I, CT]. And to further complicate things, a controversial anti-immigration bill in Arizona will likely be a catalyst for another round of debate on immigration reform. The Week In Review

After a week of debate and weeks of worrying, the Senate passed the unemployment benefits extension bill (H.R.4851) last night, which has since been passed again by the House and signed into law by President Obama. Unemployment insurance benefits, COBRA health insurance coverage, funding authorization for flood insurance and more were temporarily extend until June 2, when we'll have to go through all this again. Benefits were also retroactively extended to when they expired in March. Like Seongress, we've also been fairly busy at OpenCongress. Here's what we've been up to this week.

The hits just keep coming. On top of financial reform, climate change, unemployment benefits and the ratification of a nuclear arms treaty, lawmakers now have the nomination of a replacement for the retiring John Paul Stevens waiting for them when they get back. If the acrimony over the nomination of Justice Sotomayor is any indication, expect this to be another brutal slog. But even though Congess is in recess, OpenCongress has been plenty busy. To outward appearances, Washington is in a kind of holding pattern on health care. Most of the procedural hurdles like the getting a CBO score and crafting a reconciliation bill are out of the way and the House is expected to start the voting procedure on Saturday with a final vote happening on Sunday afternoon. Behind the scenes, however, both parties are furiously whipping the remaining undecided House Democrats to vote one way or the other on the bill. What a week. Jim Bunning's [R, KY] filibuster of a bill extending unemployment insurance dominated the beginning of the week but Democrats also made some progress on the health care front.
