Why would anybody, congressperson or public, *not* want this to pass?  How many contracts do you personally sign that you don't read through first?  Even worse when it's not a personal contract, but a law that will take effect and be enforceable over the whole of the United States population. 

It's sad this resolution even needed to be stated and formalized.    </content>
