I worked in commerical AM broadcasting in the 70's and every radio station had an audio component called a "limiter" that was placed in line as part of the audio processing. In short, it kept the volume evenly balanced on the listener side of the speaker and as I far as I know was required by the FCC. Maybe that's not a requirement anymore in the radio broadcast world but I certainly hope this bills passes to balance the commercial audio with the programming on the TV side. Not earth shattering legislation, true, but I am absolutely tired of being jolted out of my chair and having to scramble to turn the audio down during commercials.
