Sept. 2008 issue of Reader's Digest has a good summary of the issue (pg 23).... having been told by both the cable company AND the network that it is the advertiser's feed that determines the volume, I now record every company's ad that verbally assaults me - then send a complaint note -including boycotting the product if it is one I currently use or could use.  It's insulting to be yelled at.......    </content>

why don't you worry about things that matter, like drilling for oil everywhere we can, building refineries, etc, instead of trivial crap like this.

Doesn't this fall under the old "Payola" laws established in radio when DJs were paid by record companies to play singles louder (back in the day of weak radio reception)?  I could sure fall in love with this bill.  Wish I lived in Cali right now.  Good luck busting Comcast/Charter/Time-Warner on their crappy service too!  smileys    </content>

I came here to say this.

Maybe someone should write Ms. Eschoo(?) and let her know that if they are going to do something, they might as well do it right.  Currently, passing this bill would do nothing other than give audio engineers a bit more work.    </content>

I want to thank everyone here for being so honest in their naked appeal to emotions as the justification for subjugating your fellow man.  It is incredibly refreshing to see people dispense with even the pretense of appealing to reason as they try to deprive individuals of their rights.  We need more people like yourselves to boldly proclaim they wish to use the force of government against others simply because those others 'annoy' them.

The tyranny of rationality in law MUST end!  Continue the fight brothers!!

This is needed legislation and technically neither difficult nor expensive. I worked in commerical AM broadcasting in the 70's and every radio station had an audio component called a "limiter" that was placed in line as part of the audio processing.  In short, it kept the volume evenly balanced on the listener side of the speaker and as I far as I know was required by the FCC. Maybe that's not a requirement anymore in the radio broadcast world but I certainly hope this bills passes to balance the commercial audio with the programming on the TV side.  Not earth shattering legislation, true, but I am absolutely tired of being jolted out of my chair and having to scramble to turn the audio down during commercials. Has nothing to do with lazy, I'm just tired of the irritation Mr. TV broadcaster.. maybe that's why I spend less time with you and more time on the net anyway.. now you figure out what you need to do to keep me a happy consumer and maybe I'll come back.. maybe not.    </content>

Are people so lazy they can't lift their arm a couple of feet to press the mute button? If so, this country is in trouble. That mentality is why no one stopped to help the man hit by a car. You all expect the godly hand of government to swoop down and save you from responsibility.     </content>

I really hope this passes.  I just turn the TV off during the commercials anymore.  It's not the most important issue facing our nation, but we should be able to deal with these everyday issues too.    </content>
