If this bill would actually restrain Congress' spending I would throw my full support behind it.  This bill does not accomplish that however, and is in fact a guise for higher taxes to chase the higher spending that Democrats are proposing.  If the Dems get their massive health care bill passed, there is no way to offset that in the budget.  Moreover, the most poignant use of deception in the bill is that the &quot;PAYGO&quot; rules will not apply to discretionary spending - %40 percent of the federal budget.    </content>

This so called PAYGO is like closing the Barn Door AFTER the cow got out!
Where is the Fiscal Responisble members of Congress?
No one reads legislation anymore, look at what they passed for Bank Bail-outs, No one included Compensation to Executives or Bonuses in the legislation, Obama &quot;SAID&quot; &quot;We got to do this NOW&quot; IT DID NOT DO ANYTHING to help the Taxpayers AT ALL!
Look at how much the bonuses are NOW After the so-called Bail-out!    </content>
