Just depends on the mix of who controls what, and who is in the white house. It has always worked that way, and will likely always will. 2) The rules regarding filibuster are good rules, and it should not be changed. I am waiting for the renewal of the program too. I run out the 3rd week of January, but I'm not in agreement to changing the fundamental way our government works so that it is easier for me. There is a system in place now, 60 votes. If you have that much support then it gets to a vote without a filibuster. As for using the tarp money... Obama ran on how evil the iraq surge was, then did his own surge.
