This bill is esoteric.  A summary of it's intent and impact on secondary carriers and also end viewers would be nice but itsn't provided.  WWould be nice to have that transparency.  Although some text of this bill is modification to reflect changes in technology, others aspects leave the reading scratching their heads and wondering what the heck it means, and why is it important important.  I know KB is a republican, but this seems like interfence in business and the consumer's use of product.  Can anyone clarify what this is about?    </content>
