Specifically PROHIBIT... PROMULGATING...,which means: "1) To make known(i.e. a decree) by public declaration, announce officially. 2)To put (a law) into effect by formal public announcement." The EPA does not make law, they are only suppose to be administrators. What are they trying to keep from the public? The second question Water Vapor as a greenhouse gas. Does that include clouds? Water Vapor really?
