This is the most concerning part of bill:&quot;To amend the Clean Air Act to prohibit the Administrator of the Environmental Protection Agency from promulgating any regulation concerning, taking action relating to, or taking into consideration the emission of a greenhouse gas to address climate change, and for other purposes.&quot;  Specifically PROHIBIT... PROMULGATING...,which means: &quot;1) To make known(i.e. a decree) by public declaration, announce officially.  2)To put (a law) into effect by formal public announcement.&quot;   The EPA does not make law, they are only suppose to be administrators.  What are they trying to keep from the public?  The second question Water Vapor as a greenhouse gas. Does that include clouds? Water Vapor really?        </content>
