We suggest expanding HR 1388 to remedy these request. We suggest supporting alternative economic structures, where by underemployed and unemployed earn “Shadow wages” for volunteering in their community. Shadow wages are income tax deductions for underemployed and public assistance and housing for unemployed. Finance for these wages are provided by spending cuts, with majority coming from installing Value Added Tax on non-essential goods, while eliminating income tax code. Providing a social wage as an alternative to welfare would reduce spending and allow participants the opportunity to help themselves.
