Dear Mr. Rodgers:
Thank you for contacting me regarding Section 1034 of the National
Defense Authorization Act (NDAA) for Fiscal Year 2012. I appreciate
having the benefit of your views and am glad we agree on this important
issue.
As you know, Section 1034 of the NDAA would provide an unnecessary and
permanent expansion of the President's authority to conduct military
operations against members of the Taliban, al Qaeda, and their
affiliates.
While I believe the President must utilize every tool available to keep
Americans safe, I oppose this language because it is unnecessarily broad
and vague. Additionally, the Administration did not request this
expanded authority, nor have they appeared hamstrung in their ability to
hunt terrorists wherever they may hide.
I am disappointed the Republican majority defeated an amendment that
would have stripped section 1034 from the bill. Rest assured I will
continue to monitor this language closely as the House and Senate
negotiate a final bill.
