Fighting for a Credible Deficit Reduction Plan

Three months ago the President signed into law the Budget Control Act,
which allowed an increase in the nation's debt limit in exchange for
cuts in spending. I voted against this legislation because I believed
it fell far short of what was needed to rein in excessive spending and
put our nation on the path to fiscal health.

This Act also created a special 12-member congressional committee to
present a proposal to Congress no later than November 23 that would
further reduce our debt and grow the economy. If the committee fails to
meet the requirements by this deadline, Congress will be forced to
implement drastic measures that will compromise our national security.

I am increasingly concerned that the committee report will be woefully
inadequate to address the seriousness of our fiscal crisis.

For several months, I have been meeting with members of both parties to
push for a bigger and bolder deficit-reduction plan that would reassure
the financial markets and restore confidence in our economy. We need a
package that cuts at least $4 trillion in government spending, reforms
the tax code, restructures entitlement programs and reduces federal
regulations. While I have been encouraged that this type of plan is
supported by a growing bipartisan group in Congress, it appears the
committee will not agree to these recommendations. Unfortunately, there
is also increasing concern that the "super committee" may not even
reach any agreement.

We're in the final two minute drill of the fourth quarter and likely
need a 'Hail Mary' pass to the end zone. The problem is our nation's
quarterback, President Obama, is thousands of miles away and completely
disengaged. He's not even on the sidelines, let alone on the playing
field.

If the so-called "super committee" fails to report a credible product,
I plan to continue the fight for real fiscal reforms that will help
America secure its future.

Supreme Court Decides to Hear Obamacare Challenge

On Monday, the Supreme Court announced that it will hear arguments on
the constitutionality of President Obama's health care law in March of
2012. This announcement is welcome news for millions of Americans who
want the government out of their health care decisions. I believe this
unconstitutional law must be overturned so we can start over with
patient-centered solutions that improve access and quality of care
without driving up costs.

President Obama promised Americans that his health care law would lower
health care costs. Yet a report issued this week

by Commonwealth Fund, an independent research organization, revealed
that health insurance premiums have risen faster than incomes in every
state in the nation in 2011. The primary goal for reforming our nation's
health care system should have been reducing the skyrocketing costs of
health care. The President's health care law misses the mark and fails
to solve the problem with our health care system. We should instead
pursue initiatives to drive down costs by increasing competition and
transparency, reforming medical malpractice, making health insurance
portable, promoting pooling options for small businesses, and giving
states greater flexibility in delivering health services. I believe a
health care system built upon free market principles will produce
quality health care at a lower cost to Hoosiers.

Counting our Blessings this Thanksgiving

There is no doubt that this past year has been a difficult one for
many. More Americans are looking for work. More parents are struggling
to buy groceries and make mortgage payments. More employers are
fighting to keep their doors open as they face the high costs of
federal regulations. More students are buried in debt only to find few,
if any, job opportunities available. Although these economic times have
been trying for many Americans, I am always inspired by the optimistic
and hardworking Hoosier spirit I see when meeting with people from
across the state.

We witnessed this Hoosier spirit when neighbors helped one another
rebuild following the devastating storms and floods in southwest
Indiana. We saw this Hoosier spirit when the people of Indiana rallied
to raise money for the victims of the tragic accident at the Indiana
State Fair. And once again we will see this spirit when more than one
hundred volunteers and several organizations come together to provide a
Thanksgiving meal for thousands of families in Indiana at the "Hoosiers
Helping Hoosiers" event.

On Thanksgiving, let us all step back and count our blessings, however
big or small. Let us reflect on the importance of this holiday and all
for which we are thankful. This Thanksgiving, let us be reminded that
no matter how bumpy the road may be, we can be thankful to be born in
the greatest country in the world.

Despite the many challenges our country faces, America is still the
best place to live, work and raise a family. As we gather around the
dinner table this holiday, we must not forget our troops and military
families that have sacrificed so much to defend the freedoms we enjoy
today. Because of the selfless acts of these brave men and women, past
and present, the United States remains the strongest country in the
world. May we never take for granted the freedoms and liberties we have
as Americans.

I am grateful for the honor and privilege to serve all Hoosiers in the
United States Senate. Marsha and I wish you a very happy Thanksgiving.
May God bless you and your family this holiday season and each and
every day.

Though the supercommittee failed to produce a deficit-reduction plan,
Congress needs to find a way to do something for the future of this
country and address our debt crisis. Instead of just folding our tent
and saying there is nothing we can do except wait for the election
results of 2012 when we may have a different President or a different
Congress, we have a responsibility to act now. I spoke on the Senate
floor this week and outlined the actions I believe Congress should take
to address the fiscal crisis. Those include:

1) Enforce current law rather than change sequestration rules.
2) Reform the tax code.
3) Restructure entitlement programs.
4) Cut spending.
5) Reduce federal regulations.

Promoting Energy Security and Jobs

This week I cosponsored the North American Energy Security Act,
legislation that would require the Obama Administration to permit
construction of the $7 billion, privately-funded Keystone XL (KXL)
pipeline. The KXL pipeline is the largest infrastructure project ready
in the United States. The 1,700 mile pipeline would transport 700,000
barrels of oil per day from Canada to U.S. refineries. The project is
estimated to generate approximately 20,000 new jobs directly and
support hundreds of thousands of jobs in the coming years.

This is a commonsense solution that will secure our energy supply, put
Americans back to work and strengthen our economy. The proposed
pipeline represents the largest shovel-ready infrastructure project in
the country and it would not require any new government spending.
Despite more than three years of analysis by the State Department and
the opportunity to create American jobs, President Obama announced he
is putting off a decision on KXL until after the 2012 election. This
delay is unacceptable.

The North American Energy Security Act would:

Require the President, through the Secretary of State, to issue a
permit within 60 days to allow the Keystone XL project to move ahead,
unless he finds that it's not in the national interest;
Require the permit for Keystone XL to contain strong and specific
environmental safeguards and protect states' rights.

Requiring Federal Agencies to Provide Annual Report Card

As we consider how to address our nation's fiscal crisis, everything
must be on the table. Shedding light on wasteful and duplicative
programs is one way to identify how taxpayer dollars can be saved. The
Government Accountability Office released a report earlier this year
that said, "reducing or eliminating duplication, overlap or
fragmentation could potentially save billions of taxpayer dollars
annually and help agencies provide more efficient and effective
services."

To reduce excessive federal spending, we need to determine what
programs are essential, what can be pared down and what needs to be
eliminated. This week I supported the Taxpayers Right to Know Act,
bipartisan legislation introduced by Senator Tom Coburn (R-Okla.) that
would require every federal agency to provide taxpayers with an annual
report card for each of its programs.

Under this bill, each government program would need to include the
following in its report card: a description of the government program,
the total administrative costs of the program, the number of
beneficiaries who receive assistance from the program and the number of
staff who administers the program. This information would be updated
annually and posted online, along with recommendations from the agency
to consolidate duplicative and overlapping programs, eliminate waste
and inefficiency and terminate lower priority, outdated and unnecessary
programs.

Opposition to White House Financial Czar Position

This week I opposed the nomination of former Ohio Attorney General
Richard Cordray to be the head of the Consumer Financial Protection
Bureau (CFPB).
The CFPB was created as part of the Dodd-Frank Wall Street Reform and
Consumer Protection Act. The bureau, established within the Federal
Reserve System, is tasked with rulemaking, enforcement and supervisory
powers over many consumer financial products and services and the
entities that sell them.

The head of the CFPB has the potential to impact every Hoosier
household by limiting choices for financial products and restricting
the availability of credit. The CFPB is the only financial regulator
that:

Has a single director without an oversight board and cannot be fired
for policy decisions;
Determines its own budget and spending priorities;
Has an expansive jurisdiction that is not limited to specific
entities; and
Is not subject to an effective safety and soundness check.

The last thing hard-working families need is another unaccountable czar
holding sway over policies that directly affect job creation and
economic growth. I will continue to oppose any candidate to lead the
bureau until the structure of the CFPB is reformed. We cannot grant a
single, unelected individual so much power without effective checks and
balances.

The holiday season is a wonderful time of tradition and celebration. As
you gather together with family and friends, I hope that the coming
days are filled joy for you and your loved ones.

It is important to remember this holiday season that there are many
people hurting across our state and country. Too many Hoosier families
have a parent unemployed, underemployed, or working two or three jobs
just to scrape by. As I visit with Hoosiers, I hear concern in the
voices of the parent trying to make the mortgage payment, the
manufacturer trying to find work and the business owner trying to make
payroll.

My prayer for 2012 is that Washington will come together and find ways
to revive our economy and create more good-paying jobs. This will
continue to be my top priority in the coming year. I believe the
American people have the ingenuity and resilience to overcome all
obstacles. I will continue to fight for a balanced budget to restore
our fiscal books; tax reform to make America more competitive and help
Hoosiers keep more of their hard-earned money; and regulatory reform to
help ease the burden on our job creators so they can grow and hire.
These are some of the many steps we can take in 2012 to strengthen our
economy and secure our future.

It is an honor to serve as your United States Senator. Marsha and I
wish you and your family blessings this Christmas and New Year.

Washington Increases the Debt Limit...Again

This week I supported a resolution of disapproval that would have
denied President Obama's request that Congress raise the nation's debt
limit by another $1.2 trillion. The resolution needed only a simple
Senate majority to pass, but unfortunately it failed by a 44-52 margin.

It's been said that the definition of insanity is doing the same thing
over and over again and expecting different results. For the third time
in less than a year, Washington chose to ignore the reality of our dire
financial state and failed to do the right thing for the American
people. We cannot continue to avoid our nation's fiscal problems. The
administration and Congress must make the difficult decisions today to
restore economic growth and good paying jobs across the country rather
than wait until after 2012. It is time for President Obama to get off
the sidelines and onto the playing field to lead our country through
this fiscal crisis.

More of the Same from President's State of the Union Address

On Tuesday night, President Obama talked a lot about fairness and
protecting the middle class, but it's his failed economic policies that
have unfairly put all Americans at risk. The Obama economy has left our
country in worse shape than before the president took office.

Millions of Americans wake up every day without a job, and many have
given up looking for work entirely. It's time for a change. With a $15
trillion national debt and increasingly insolvent entitlement programs,
this administration cannot continue to avoid the fiscal emergency we
face.

Americans expect and deserve more from their leaders. In Indiana, we
have a more effective and efficient government because of the strong
leadership of Governor Mitch Daniels. Governor Daniels has proven that
with a credible plan and a willingness to make tough decisions,
government can do more with less while still serving the people.

We need that type of leadership in Washington today. It is time for
President Obama to put the future of our country over the politics of
the moment.

Keystone Project a Pipeline for New Jobs

This week I joined a bipartisan group of 45 senators in introducing
legislation to approve the Keystone XL pipeline project.The Keystone XL
pipeline is the largest, ready-to-build infrastructure project in the
United States. The project is estimated to generate approximately
20,000 new jobs directly and support hundreds of thousands of jobs in
the coming years.

Unfotunately, despite high unemployment across the country and the need
for American energy, President Obama denied a permit for construction
of the $7 billion, privately-funded oil pipeline. It is both irrational
and disingenuous for an administration that claims its number one
priority is jobs to block a project that would put thousands of
Americans back to work. We need results from Washington, not more
excuses. The Keystone XL pipeline has bipartisan support because it
will provide jobs for hardworking Americans and reduce our country's
dependence on Middle East oil.

The legislation I cosponsored authorizes TransCanada to construct and
operate the Keystone XL pipeline from Alberta, Canada, to the U.S. Gulf
Coast, transporting an additional 830,000 barrels of oil per day to
U.S. refineries, which includes 100,000 barrels a day from North Dakota

Protecting Northwest Indiana Jobs

On Tuesday, the Great Lakes Commission and the Great Lakes and St.
Lawrence Cities Initiative released a study calling for the permanent
separation of the Chicago Area Water System from the Great Lakes. The
goal of the study is to find a way to address the potential migration
of an invasive species known as Asian carp. Preventing the Asian carp
from reaching Lake Michigan is a top priority, but closing the Chicago
Area Water System is not the right course of action. As the sole marine
transportation route between the Gulf of Mexico and Lake Michigan, many
Indiana businesses small and large rely on this critical water system.
Shipping along Indiana's Lake Michigan shoreline contributes $14
billion per year in economic activity and 104,000 jobs.

The drastic measure proposed by the recent study would punish Hoosier
jobs and the ports of our state while negatively impacting the quality
of life in Northwest Indiana. We need to continue to explore other
prevention methods - such as electronic barriers - that can address
this problem in a balanced and responsible way. We keep this invasive
species out of the Great Lakes while protecting Indiana jobs and
Hoosier families in the area.

I have joined with the Indiana delegation on legislation that would
require the federal government to work with state and local agencies
and stakeholders and prepare a comprehensive economic impact statement
prior to any major federal action that could affect commercial activity
in the region. The legislation ensures that the voice of Northwest
Indiana is heard in the development of any plan that could impede

church-affiliated organizations, charities, hospitals and educational
institutions to provide and pay for insurance coverage that includes
contraceptives and abortion-inducing drugs despite moral objections.
After protests from millions of Americans of all faiths, President
Obama announced this morning a so-called "compromise" to his rule.
Unfortunately today's decision changed nothing. Whether religious
employers are forced to pay directly for contraceptives and
abortion-inducing drugs or to act as facilitators, their religious
liberty remains compromised.

What the president fails to understand is that when it comes to freedom
of religion - a core American principle - there is no room for
compromise. It is unconstitutional and just plain wrong for the federal
government to require faith-based institutions to betray the
fundamental tenets of their beliefs. President Obama remains intent on
ignoring the First Amendment and the millions of Americans opposed to
this radical rule.

I have sent a letter to President Obama urging him to rescind this
unprecedented attack on religious and faith-based organizations. Click

similar to a bill I introduced with Senators John McCain (R-Ariz.), Tom
Carper (D-Del.) and Mark Udall (D-Colo.) to give the president
line-item veto authority as a way to reduce wasteful spending. This
bipartisan bill would allow the president to single out earmarks and
other non-entitlement spending in legislation that is sent to the White
House. Those individual items then would be sent back to Congress to
either reject or reduce the funding.

I have long championed line-item veto authority. In 1996, despite
opposition from some in Congress who favored excessive pork-barrel
spending, Senator McCain and I co-authored and successfully passed a
line-item veto bill that was signed into law by the president. In 1997,
the Supreme Court ruled the law unconstitutional, a ruling we opposed.
I continue to believe that line-item veto authority is necessary to
help repair our country's finances. Senator McCain and I have teamed up
again to push bipartisan legislation that would provide the president
with similar line-item veto powers while addressing previous
constitutional concerns.

I commend the House of Representatives for taking another step toward
establishing a more fiscally responsible government by passing a
constitutional line-item veto measure. While a line-item veto alone
will not solve our problems, it is an important tool to help rebuild
America's fiscal house. I am urging Senate leadership to allow a vote
on our legislation so we can eliminate wasteful spending and make
Washington more accountable with taxpayer dollars.

Recently the administration issued a rule under Obamacare requiring
church-affiliated organizations, charities, hospitals and educational
institutions to provide and pay for insurance coverage that includes
contraceptives and abortion-inducing drugs despite moral objections.
After protests from millions of Americans of all faiths, President
Obama announced this morning a so-called "compromise" to his rule.
Unfortunately today's decision changed nothing. Whether religious
employers are forced to pay directly for contraceptives and
abortion-inducing drugs or to act as facilitators, their religious
liberty remains compromised.

What the president fails to understand is that when it comes to freedom
of religion - a core American principle - there is no room for
compromise. It is unconstitutional and just plain wrong for the federal
government to require faith-based institutions to betray the
fundamental tenets of their beliefs. President Obama remains intent on
ignoring the First Amendment and the millions of Americans opposed to
this radical rule.

I have sent a letter to President Obama urging him to rescind this
unprecedented attack on religious and faith-based organizations. Click

Now is Time for Line-Item Veto

Earlier this week, the House of Representatives passed legislation
similar to a bill I introduced with Senators John McCain (R-Ariz.), Tom
Carper (D-Del.) and Mark Udall (D-Colo.) to give the president
line-item veto authority as a way to reduce wasteful spending. This
bipartisan bill would allow the president to single out earmarks and
other non-entitlement spending in legislation that is sent to the White
House. Those individual items then would be sent back to Congress to
either reject or reduce the funding.

I have long championed line-item veto authority. In 1996, despite
opposition from some in Congress who favored excessive pork-barrel
spending, Senator McCain and I co-authored and successfully passed a
line-item veto bill that was signed into law by the president. In 1997,
the Supreme Court ruled the law unconstitutional, a ruling we opposed.
I continue to believe that line-item veto authority is necessary to
help repair our country's finances. Senator McCain and I have teamed up
again to push bipartisan legislation that would provide the president
with similar line-item veto powers while addressing previous
constitutional concerns.

I commend the House of Representatives for taking another step toward
establishing a more fiscally responsible government by passing a
constitutional line-item veto measure. While a line-item veto alone
will not solve our problems, it is an important tool to help rebuild
America's fiscal house. I am urging Senate leadership to allow a vote
on our legislation so we can eliminate wasteful spending and make
Washington more accountable with taxpayer dollars.

White House "Compromise" is Unacceptable

Recently the administration issued a rule under Obamacare requiring
church-affiliated organizations, charities, hospitals and educational
institutions to provide and pay for insurance coverage that includes
contraceptives and abortion-inducing drugs despite moral objections.
After protests from millions of Americans of all faiths, President
Obama announced this morning a so-called "compromise" to his rule.
Unfortunately today's decision changed nothing. Whether religious
employers are forced to pay directly for contraceptives and
abortion-inducing drugs or to act as facilitators, their religious
liberty remains compromised.

What the president fails to understand is that when it comes to freedom
of religion - a core American principle - there is no room for
compromise. It is unconstitutional and just plain wrong for the federal
government to require faith-based institutions to betray the
fundamental tenets of their beliefs. President Obama remains intent on
ignoring the First Amendment and the millions of Americans opposed to
this radical rule.

Now is Time for Line-Item Veto

Earlier this week, the House of Representatives passed legislation
similar to a bill I introduced with Senators John McCain (R-Ariz.), Tom
Carper (D-Del.) and Mark Udall (D-Colo.) to give the president
line-item veto authority as a way to reduce wasteful spending. This
bipartisan bill would allow the president to single out earmarks and
other non-entitlement spending in legislation that is sent to the White
House. Those individual items then would be sent back to Congress to
either reject or reduce the funding.

I have long championed line-item veto authority. In 1996, despite
opposition from some in Congress who favored excessive pork-barrel
spending, Senator McCain and I co-authored and successfully passed a
line-item veto bill that was signed into law by the president. In 1997,
the Supreme Court ruled the law unconstitutional, a ruling we opposed.
I continue to believe that line-item veto authority is necessary to
help repair our country's finances. Senator McCain and I have teamed up
again to push bipartisan legislation that would provide the president
with similar line-item veto powers while addressing previous
constitutional concerns.

I commend the House of Representatives for taking another step toward
establishing a more fiscally responsible government by passing a
constitutional line-item veto measure. While a line-item veto alone
will not solve our problems, it is an important tool to help rebuild
America's fiscal house. I am urging Senate leadership to allow a vote
on our legislation so we can eliminate wasteful spending and make
Washington more accountable with taxpayer dollars.

Budget Proposal Shows President Out of Touch

On Monday, President Obama issued his Fiscal Year 2013 budget proposal
that will increase the national debt by $11 trillion over 10 years.
Filled with pet spending projects for political allies, this plan
breaks the president's promise to cut the deficit in half by the end of
his first term. The administration's budget also completely ignores the
coming insolvency of the entitlement programs that are driving our
debt.

Hoosiers understand well that you cannot spend more money than you take
in. Unfortunately, the Obama administration does not. The president's
budget reveals just how out of touch this administration is with our
nation's fiscal reality. It is a complete disservice to Americans to
present such an irresponsible budget that calls for more spending and
borrowing while hitting job creators and individuals with the largest
tax hike in our history.

This budget reveals that the president intends to double down on his
failed economic policies rather than lead our country to financial
stability. Today marks the three-year anniversary of one of these
misguided plans: the stimulus bill. The grand promises of the Obama
stimulus plan failed to come true and now our economy is in worse shape
than when the president took office. Under this plan, Washington
borrowed nearly one trillion dollars to try to create economic growth,
but instead our economy lost nearly half a million jobs. Despite the
administration's vow to reduce unemployment rates, millions of
Americans are waking up every day without a job, and many have given up
looking for work entirely.

It makes no sense to continue with the same failed policies. For the
past three years, we have seen that more spending, more taxing and more
regulating does not generate economic growth. The American people
deserve better. I will continue to push pro-growth policies that unlock
the innovative and entrepreneurial spirit of America to create jobs.
Lowering and simplifying our tax system, removing costly and
unnecessary regulations and reducing our national debt are some of the
many ways we can truly stimulate the economy.

Hearing from Hoosiers

With Hoosier bison producers

I spent this week traveling across southern Indiana meeting with
Hoosiers on farms, in coffee shops and at local businesses. The message
I heard was consistent: the administration's policies are creating too
much uncertainty and stifling growth and innovation. In Posey County, I
heard from farmers who voiced strong concerns with costly and often
unnecessary federal regulations that will impact the way they farm. In
French Lick, there was still a lot of praise for Larry Bird's skills on
the basketball court, but hardly any for the job performance of this
administration when it comes to turning around our economy. From
Huntingburg and Jasper to Bedford and Bloomington and up to
Indianapolis, Hoosier employers expressed great concern with
Washington's failure to come together to address our nation's serious
fiscal challenges. I share this frustration with Hoosiers. Washington
must focus more on supporting policies that prop up America's small
businesses rather than imposing mandates and regulations that hinder
growth. I came away from the week with renewed resolve to continue
pushing proposals that will help, not hurt, our job creators and
hard-working families.

President Obama Finally Calls for Tax Reform
Since returning to Congress, I have called for bipartisan comprehensive
tax reform as a way to generate economic growth and reduce the debt.
This week President Obama finally focused on this important issue. He
released a tax reform proposal that would lower the top corporate tax
rate from 35 percent to 28 percent and close some tax loopholes.

While the president's plan focuses only on corporate tax reform, I
believe we need to restructure the tax code to make it work better for
all Americans, including manufacturers, small businesses, farmers and
especially hard-working families. Reforming and simplifying the tax
code for both businesses and individuals is the best way to grow the
economy and create more American jobs. In order to make our make
country stronger in the global marketplace, we must do more than lower
our top corporate tax rate to 28 percent.

Senator Wyden and I have teamed up on a bipartisan proposal that would
create a simpler and fairer tax system and lower the corporate tax rate
to 24 percent. The Bipartisan Tax Fairness and Simplification Act of
2011 is the first bipartisan tax reform bill in the last quarter
century. Our proposal would allow American companies to invest in job
creation here at home by bringing foreign earnings trapped overseas

Protecting Conscience Rights of Faith-Based Organizations

This week I voted in favor of an amendment introduced by Senator Roy
Blunt (R-Mo.) to protect the conscience rights of entities who have
moral or religious objections to the administration's contraceptive and
sterilization mandate in the president's health care law. I am
disappointed that this critical debate on religious freedom has been
reframed for political purposes. This vote was not about access to
contraception or whether it is appropriate to use contraceptives. This
vote was about whether Congress is going to sit idly by and watch the
administration disregard freedom of religion - a core American
principle. Whether religious employers are forced to pay directly for
these products or act as facilitators, their religious liberty remains
compromised.

The fact remains that this amendment to protect the conscience rights
of Americans simply would have preserved the fundamental religious
freedom guaranteed in the First Amendment.

Unfortunately the Senate failed to support the Blunt amendment 51 to
48. It is deeply troubling that a majority in the Senate believe it is
acceptable for the government to force religious organizations to
abandon the fundamental tenets of their faith. We cannot pick and
choose when to adhere to the Constitution and when to cast it aside in
order to achieve political prerogatives. This unlawful mandate is just
one of the many reasons why President Obama's government takeover of
health care must be repealed and replaced with common sense solutions.

Supporting Fort Wayne Air National Guard's Role in our Defense Strategy

On Thursday I met with Indiana National Guard Adjutant General R.
Martin Umbarger to discuss the Department of Defense's proposed cuts
and the impact on Fort Wayne Air National Guard's 122nd Fighter Wing.
Given today's fiscal crisis, there is no doubt that every federal
agency, including the Department of Defense, must find ways to save
taxpayer dollars.

The 122nd Fighter Wing's experienced workforce, supportive community
and rich history makes it an essential part of our nation's military. I
will continue to work with General Umbarger, Governor Daniels and the
Indiana delegation to discuss ways we can help ensure the best possible
result for the Indiana National Guard's role in carrying out the
country's defense strategy while recognizing budget constraints.

Obamacare has Proven to be the Wrong Prescription

Two years ago today, President Obama signed his health care legislation
into law, but this is one birthday people in Indiana and across the
country are not celebrating. The president's health care law is the
biggest example of government intrusion in the everyday lives of
Americans.

President Obama promised not to cut Medicare, yet approximately seven
million seniors will lose access to their Medicare Advantage plans
under his law.
The president promised that his plan would not raise taxes on the
middle class, but then he broke that pledge by adding more than $550
billion in new taxes and penalties in the law - most of which will fall
on the shoulders of the middle class.

He president promised that his health care law would not add one dime
to the deficit. In reality, the law adds more than a dime or two.
Obamacare is estimated to increase the deficit by more than $700
billion and cost taxpayers at least $2.6 trillion over 10 years.

The president promised that his plan will "lower the cost of health
care for our families, our businesses, and our government." Instead
Obamacare raises premiums, increases health care costs and burdens
state governments. Nonpartisan experts from the Congressional Budget
Office reported health insurance premiums will increase by an average
of $2,100 per family policy as a result of the health care law.

Obamacare also forces states to expand Medicaid rolls, adding more
pressure to deeply strained budgets. Indiana may have to absorb up to
$3.1 billion in new costs over the next decade if the 1.2 million
eligible Hoosiers enroll in Medicaid. Additionally, if the law is left
in place, 40,000 Hoosiers may be dropped from the Healthy Indiana Plan,
an innovative state-based, patient-centered health care plan.


From forcing individuals to purchase insurance to taxing job creators
to burdening states, this law is so deeply flawed that it must be
scratched and replaced with common-sense provisions that put patients -
not Washington bureaucrats - in charge of their health care decisions.
Real health care reform lowers cost, improves access to quality care,
empowers individuals and preserves personal liberties.

Americans want reform that remedies our ailing health care system, not
one that weakens it. Obamacare has proven to be the wrong prescription
and it is time for a new treatment. I will continue to support the
efforts of Indiana and other states that have filed lawsuits
challenging the mandates imposed by the health care law.

Supporting Bipartisan JOBS Act

This week I voted for the Jumpstart Our Business Startups (JOBS) Act,
bipartisan legislation that will provide more access to capital and
generate economic growth.


The JOBS Act passed the Senate 73 to 26. This bill will make
much-needed regulatory changes to help startups and entrepreneurs
access public markets and create jobs.

Passing this legislation is a small but significant bipartisan step
toward jumpstarting our economy and getting unemployed and
underemployed Americans back to work. Similar legislation previously
passed the House earlier this month in a 390-23 vote and I am hopeful
we will be able to send a final bill to the White House soon to be
signed into law.

Supreme Court Hears Arguments on Obamacare

This week the Supreme Court heard oral arguments on the
constitutionality of the mandate to purchase health coverage included
in the president's health care law. I do not believe the federal
government has the authority to force American citizens to purchase a
good or service. I am hopeful the Supreme Court will agree with the
majority of Americans that this law is unconstitutional and should be
overturned. Obamacare is the biggest example of government intrusion in
the everyday lives of Americans - whether by forcing individuals to buy
health insurance, enacting onerous regulations on small businesses or
by raising taxes and imposing penalties.

Obamacare has proven to be the wrong prescription and it is time for a
new treatment. We need reform that remedies our ailing health care
system, not one that weakens it and drives us deeper into debt.

Whether through congressional legislation or court action, Obamacare
must be repealed and replaced with common-sense provisions that drive
down costs and put patients in charge of their own health care
decisions.

President's Energy Plan is "None of the Above"

This week I voted against legislation introduced by Sen. Robert
Menendez (D-N.J.) that would increase taxes on oil and natural gas
companies by about $4 billion annually. This misguided bill would have
had resulted in higher gasoline prices when Hoosiers and Americans
nationwide already are feeling pain at the pump. In these tough
economic times, we shouldn't be looking for ways to further burden
American families and small businesses.

We shouldn't be targeting an unpopular sector of the energy industry to
score political points at the expense of hardworking Americans. We need
to start taking steps today to ensure tomorrow's energy security. The
president has politically stated that we need an "all of the above"
energy approach that unlocks American resources and puts us back in the
driver's seat of energy production. But in reality, he is pursuing a
"none of the above" energy plan. The Obama administration has stalled
onshore permits and has blocked exploration and production of offshore
areas. President Obama also lobbied actively against the main part of
the Keystone XL pipeline - a privately funded project that would create
20,000 jobs and deliver more than 800,000 barrels of oil per day from
Canada.

America has the ability, the innovation and the resources to lead in
energy production. It is time the president support American energy
production - a real "all of the above" energy plan.

Update on 2012 Hoosier Job Fair

In these tough economic times, I want to do all I can to help Hoosier
job seekers and employers. I am hosting the 2012 Hoosier Job Fair on
Wednesday, May 30 in Lafayette in conjunction with Lafayette Mayor Tony
Roswarski, West Lafayette Mayor John Dennis, State Senator Brandt
Hershman, State Senator Ron Alting, the Greater Lafayette Commerce,
Lafayette WorkOne and the Tippecanoe County Commissioners.

The Hoosier Job Fair will provide numerous employment and career
opportunities for all Indiana residents in attendance. As of this week,

Naming of USS Indiana

United States Navy Secretary Ray Mabus announced on Friday that the
Navy will name one of its newest fast-attack submarines "USS Indiana"
(SSN 789). Attack submarines contain Tomahawk cruise missiles and
Special Operation Forces to seek and destroy enemy submarines and
ships, execute Intelligence, Surveillance, and Reconnaissance (ISR)
missions, and engage in mine warfare. I join all Hoosiers today in
proudly welcoming USS Indiana to the world's greatest Navy.

As the third U.S. Navy ship to be named after the Hoosier state, USS
Indiana honors our state's strong naval heritage and dedication to
maintaining freedom of the seas. Although not a coastal state, Indiana
is a significant contributor to the U.S. Navy's mission and home to
Naval Support Activity Crane, one of the largest naval installations in
the world. Today Indiana and the thousands of Hoosiers who have served
in the U.S. Navy celebrate the latest addition to the Navy's fleet.

Over 50 Employers Will Attend Hoosier Job Fair on May 30

This week I announced that 52 employers have confirmed their
participation in the 2012 Hoosier Job Fair on Wednesday, May 30 in
Lafayette. These 52 employers will be offering 1,917 jobs, including
positions in advanced manufacturing, health care, production, customer
service, retail, sales, education, marketing, law enforcement and
construction.

We are grateful for the tremendous outpouring of support for the
Hoosier Job Fair. During a time when many remain out of work or
underemployed, the possibility of connecting Hoosier job seekers and
job creators is exciting, and we look forward to a great event.

simplify our nation's complex tax code

families and businesses to keep more of their hard-earned money. Below
is an excerpt from my column with a link to the full article:

Whether you filed your taxes weeks ago or sought an extension at the
last minute, no Hoosier looks forward to Tax Day.

The Internal Revenue Service estimates Americans across the country
spent more than six billion hours and roughly $194 billion to prepare
and file their taxes. The tax code is a tangled web of exemptions,
deductions, credits and other special-interest preferences that costs
families and businesses valuable time and resources.

Rather than benefiting our economy, the current tax system is an anchor
dragging down economic growth and stifling job creation.

It's time we lift that anchor and reform our outdated tax code to make
it work better for families and businesses.

Some critics argue that Washington is too politically divided to tackle
something as large as comprehensive tax reform.

I argue that it has been done before and we can do it again.

Freezing Low-Interest Rates on Student Loans

In 2007, President George W. Bush signed into law a bill that lowered
Stafford student loan rates from 6.8 percent to 3.4 percent. If
Congress does not act, this law will expire, and interest rates on
federal student loans will double on July 1.

This week I co-sponsored the Student Loan Interest Rate Reduction Act
of 2012, legislation introduced by Senators Lamar Alexander (R-Tenn.),
Mitch McConnell (R-Ky.) and Mike Enzi (R-Wyo.) that would freeze the
interest rate on Stafford college tuition loans at 3.4 percent for
loans made between July 1, 2012 and June 30, 2013. Both sides of the
aisle are on board with preventing interest rates on student loans from
doubling, but we need to make sure this extension is paid for in a
responsible way. Providing our nation's young adults with affordable
higher education is critical to ensuring America remains competitive.
This legislation helps students receive the support they need without
raising taxes on job creators or adding more to the nation's growing
debt.

Alarming Report Shows Need For Entitlement Reform

This week the Social Security and Medicare Trustees issued an alarming
report with yet another warning that our country is on an unsustainable
fiscal path. The Trustees found that the Social Security Trust Funds
would be exhausted by 2033, three years earlier than they estimated in
last year's report. Additionally, the Disability Insurance Trust Fund
will be exhausted by 2016, two years earlier than last year's estimate.
Their report also estimated that the Medicare Hospital Insurance Trust
Fund will become insolvent by 2024.

For far too long, Washington has overpromised knowing that it could not
deliver forever. Without structural changes to our entitlement
programs, Medicare and Social Security will continue on a fast track to
bankruptcy. If we don't act and make rational, incremental changes now
to our entitlement programs, we will be forced to face more drastic and
painful changes later.

The president needs to step up and quarterback this critical issue, not
just shoot down proposals from the bleachers. By restructuring Medicare
and Social Security, we can preserve benefits for Americans without
bankrupting states and deepening the national debt. The goal is not to
undermine these needed benefits. The goal is to be able to offer them
for future retirees.

I hope President Obama will work with Congress on restructuring
entitlement programs to ensure these benefits are available for future
generations.

Three Years Since Senate Democrats Last Passed Budget

Sunday marked the three-year anniversary of the last budget passed by
the Democratic-controlled Senate. It has now been over 1,100 days since
Senate Democrats last fulfilled one of their most fundamental duties to
the American taxpayer - passing a budget.

Since Senate Democrats last passed a budget:

The United States has lost its perfect credit rating.
Federal debt has increased nearly 50 percent to a staggering $15.6
trillion.
America has assumed the unenviable position of having the highest
business tax amongst our country's trading partners.
At $49,824 per person, America's debt per capita has increased and is
now higher than many European countries including Greece.

There is no greater example of why the American people are deeply
frustrated with Washington than the Senate's ongoing failure to outline
spending priorities and enact a budget. Hoosier families and businesses
operate on a budget and expect their government to do the same. If
Washington is serious about getting control of its spending and growing
debt, then it starts with passing a responsible budget. The House of
Representatives passed a budget in March. It is long past time for the
Senate and the White House to support a serious budget plan that will
put our country on a path toward economic recovery.

Administration Withdraws Youth Farm Labor Rule

Last year, the Department of Labor proposed rules that would restrict
young men and women from working on family farms. These restrictions
included prohibiting youth under the age of 18 from common agriculture
activities like handling almost all animals over six months old,
vaccinating livestock and hoof trimming.

Such restrictions would have severely limited participation in 4-H and
Future Farmers of America activities and youth farm safety classes. The
language of the administration's proposed rules was so specific it
would have even banned young men and women from operating battery
powered screwdrivers or pressurized garden hoses.

In March, I joined with 35 other senators joined to introduce the
Preserving America's Family Farm Act, legislation to prevent the
administration from enacting these misguided rules on our family farms.
The Obama administration finally listened to the concerns of American
farmers and ranchers and recently announced it will withdraw the
proposed rules.

These rules were another outrageous example of government intrusion in
the lives of Americans. Rather than hand down extreme federal
regulations from a building in Washington, the administration should
have consulted with farmers and ranchers from the beginning to promote
commonsense safety measures for young workers.

On Wednesday a public memorial service was held to honor the life of
Charles "Chuck" Colson, founder of Prison Fellowship. Chuck Colson was
a friend and mentor to me, and I paid tribute to him in a speech on the
Senate floor. Below is an excerpt:

It was in April of 1976 that I attended an annual Fort Wayne prayer
breakfast. I was intrigued with the speaker, Chuck Colson, who recently
had been released from prison. As I sat through his presentation, I was
touched and reached in a way that transformed my life. I am forever
grateful to Chuck Colson for using himself as, I think, a conduit of a
message that I needed to receive.

Repairing our Finances Starts with a Budget

I hear from a lot of frustrated Hoosiers that Washington just doesn't
get it. This week proved that point. There is no greater example of why
the American people are deeply frustrated with Washington than the
Senate's continued failure to create and pass a budget. Every family
and every business owner knows that you cannot manage your finances
successfully if you don't have a budget plan outlining your spending
priorities.
On Wednesday, the Senate voted on five separate budget plans. Senate
Republicans offered several budget proposals aimed to reduce spending
and restore economic growth, but Senate Democrats blocked all of them.
In fact, the Senate Democrats unanimously opposed every budget proposal
brought forward for a vote, including the President's own budget, and
yet refused to offer their own plan.

The majority party has a duty to show the American people what their
priorities are, but instead they chose to duck their responsibilities
and ignore our fiscal crisis for the third year in a row. It now has
been 1,115 days since the Senate passed a budget.

With massive deficits continuing to pile up, it is irresponsible for
Senate Democrats to continue blocking all efforts to pass a budget
blueprint. Those who opposed every budget plan offered this week should
immediately present their own proposals to help put our country on firm
financial footing.

Preventing Illegal Immigrants from Receiving Child Tax Credits

A July 2011 report by the Treasury Department's Inspector General for
Tax Administration found that illegal immigrants received $4.2 billion
in refundable child tax credits in 2010. Tax fraud involving this child
tax credit is a growing problem in Indiana
coats-iq&crop=13975.6389118.5143185.7043002&redirect=http%3a%2f%2fwww.wt
hr.com%2fstory%2f17798210%2ftax-loophole-costs-billions> and across
the nation.

It is outrageous that American taxpayers are subsidizing tax credit
refunds going to illegal immigrants. When individuals game the system
with blatant disregard to our laws, we all suffer. I am supporting
legislation to close the loophole that currently allows illegal
immigrants to claim the refundable child tax credit. This is a first
step to help address this problem.

The bill (S. 3083), introduced by Senators Marco Rubio (R-Fla.) and
John Thune (R-S.D.), would require individuals who are legally living
and working in the United States, but are not U.S. citizens, to submit
to the IRS valid immigration documents for both the taxpayer and the
child to claim the refundable tax credit. Our proposal helps protect
taxpayer dollars and provides a sensible solution to address this
fraudulent activity. Allowing this illegal activity to continue
undermines the confidence Americans have in our federal tax system.

Obama Administration Leaks Intel to Hollywood Filmmakers
Numerous media outlets have reported recently that the White House and
the Department of Defense are collaboratively leaking details of
arguably the most secretive mission in U.S. history - the raid on Osama
bin Laden's compound - to Hollywood filmmakers for a big-budget movie
to be released around November's election. This is deplorable,
particularly since these leaks coincide with the imprisonment and
possible torture of a key informant for that operation.

Dr. Shakil Afridi, a Pakistani physician who helped the United States
track down bin Laden, was charged with treason by the Pakistani
authorities and sentenced to 33 years in jail. Sentencing this doctor
to prison for helping the United States find the most wanted terrorist
in the world is disgraceful. Dr. Afridi should be applauded for his
courageous actions, not condemned. This week I worked with Senator
Lindsey Graham (R-S.C.) to offer legislation that will withhold funds
to Pakistan until the man who helped us bring bin Laden to justice is
released. I am pleased the Senate Appropriations Committee passed our
amendment, and I hope the Senate will consider the bill soon.

The Obama administration's leaks to Hollywood filmmakers confirm that
the administration is more candid and forthright with movie producers
than the Senate Intelligence Committee, of which I am a member. These
leaks come after the White House displayed astonishingly poor judgment
in disclosing classified details of an active intelligence operation to
television commentators about the foiled al-Qaeda plot to blow up a
U.S. bound aircraft. Reckless decisions like this compromise national
security, undermine the hard work of our intelligence community and
potentially risk lives. Congress will not tolerate it, nor should the
American people.
