I cannot find any further information on this bill after it had passed the House. This concerns me, as I am employeed as a civilian engineer and federal government worker. Do you have any further information on the progress of this bill?
My workforce is heavily made up of 20-30 year olds in child bearing age. Currently, telework has been applied as a policy on a limited basis, however, it does not allow for caring for a child. An opportunity for paid parental leave would allow for workers to continue to receive benefits and full pay when they have not accrued an excess of sick/annual leave to use.

Thank you for contacting me to express your support for preserving
family and medical leave rights. I appreciate hearing your views on
this important matter and the opportunity to respond to you on this
critical issue.
You may be happy to hear that I am a strong cosponsor of a number of
pieces of legislation that address these important issues. I am an
original cosponsor of the Federal Employee Paid Parental Leave Act,
which would allow federal employees to be fully paid for up to four of
the twelve weeks they are given under FMLA for the care of a newborn or
adopted child without it counting towards sick or annual leave time.
Additionally in the 110th Congress, I was also a cosponsor of S. 910,
the Healthy Families Act that would give American workers up to seven
paid days of sick leave a year.
Like you, I believe it is critical that we as a nation foster an
appropriate balance between work and family. Whether it is to care for a
sick loved one, or to visit with distance family and friends, it is
important to offer workers an opportunity to take time off without the
worries of losing wages or their jobs. However, nearly half of all
private-sector workers in this country, 57 million workers, do not have
paid sick days. That is why it is so important that we enact
legislation to give families the peace of mind they deserve. I am proud
to have fought in the United States Senate to uphold the rights of all
workers and their families. Please rest assured that I will continue
this work.

Thank you for contacting me about paid parental leave for federal employees. I share your views, and I appreciate hearing from you on this issue.
As you know, the ?Federal Employees Paid Parental Leave Act of 2011? (H.R. 616) would allow federal employees to take up to four weeks of paid parental leave for the birth or adoption of a child. The federal government is our country?s largest employer and this legislation is an important first step toward a comprehensive policy of paid leave that is friendly to all families. I believe it would also set an important precedent for businesses and employers across the country.
I was a proud cosponsor of the ?Federal Employee Paid Parental Leave Act? (S. 354, 111th Congress) last Congress. Unfortunately, this legislation was not signed into law before the last Congressional session ended in December 2010. Therefore, it must be reintroduced in the Senate in the 112th Congress in order to receive further consideration. The ?Federal Employees Paid Parental Leave Act? has been introduced in the House of Representatives and is currently pending before the House Committee on Oversight and Government Reform and the House Committee on House Administration. Please be assured that I strongly support this legislation and will work for its passage should it be considered in the Senate.
