Dear Friend:
Thank you for contacting me regarding the Second Chance Reauthorization Act of 2011. I welcome your thoughts and comments.

Currently, more than 2.3 million criminal offenders are incarcerated in federal or state prisons or in local jails across the nation. While violators of the law should be prosecuted to the fullest extent of the law, I believe it is in the best interest of the public that nonviolent offenders who have fulfilled the terms of their sentences be able to reenter society and have an opportunity to become productive members.

On June 20, 2011, Senator Patrick Leahy (D-VT) introduced S. 1231, the Second Chance Reauthorization Act. The act would reauthorize funds for grants for adult and juvenile offender reentry demonstration projects, mentoring, and transitional services. This bill has been referred to the Senate Judiciary Committee, of which I am not a member.

In the meantime, on April 14, 2011, with my support, the Senate approved the continuing resolution for Fiscal Year 2011, which allocates more than $82 million for Second Chance Act programs. President Barack Obama signed this legislation into law on April 15, 2011.

Should S. 1231 come for consideration before the full Senate, you may be certain I will keep your views in mind. I appreciate hearing from you, and I hope that you will not hesitate to contact me about any issue that is important to you.
