Whether or not you support Cannabis reform, you should support this bill. The Cannabis plant has many uses outside of that to get high. Clothes, paper, Hemp seed oil, and possibly used as fuel.

As defined by current regulation outside the US, Industrial Hemp contains 0.3% or less THC. If you tried to "get high" from this crop you would probably spend the rest of your life extracting enough of the drug for it to be worth the effort.
The fact that de-regulating low TCH Industrial Hemp is a no brainer only means that there are those who have reason for blocking said de-regulation.
If you are asking youself "why is IH regulated" then go out and do some research, you will probibly (I hope) get angry and come to the conclusion that someone has their hand in the back pockets of those who make the rules.
