    • On June 12, 2008, by Anonymous - What happens to the USAID pre positioned stockpiles when there is no emergency? Do we charge the country or the area for the food? Is it given away? Who do we purchase the local food from? Shouldn't their government do the purchasing? It's good for the economy and currency. If we purchase form the wrong group, what are the consequences in country? The US government has been providing meals for schools all over the world, why isn't the program designed to have the local government provide the meals? We have mandatory funding for programs that are not designed to be taken over by the local government. What US organizations are prevented from exporting? Shouldn't this be companies? The food farm program has developed into an NGO business? The ECGP is a futures contract I can't get out of with the UN? The contracts are designed to be bought out because not everyone is a farmer. The UN should buy some land and start farming. Go deliver 260,000 tons of rice to a foreign country? Where is the oversight and monitoring of AIDs programs?
