    • On April 07, 2009, by RICO7 - this is an act for FEMA to become much like the IRS, FBI, CIA, NSA, and BATFE. however FEMA would have the ability to declare marshal law, by which means, that it would be able to control a population and remove constitutional rights due to a "crisis". by this power alone, it would have far too much power for one agency to have. the formation of such an agency would go against the ideals of the founding fathers fear of forming a king, keeping in mind a king dose not always have to be one, single person.
