Our nation lacks a comprehensive strategy for global development. This bill will require President Obama to create a strategy for coordinating our nation's relief and development programs. US foreign assistance is currently scattered across 12 departments, 25 agencies, and nearly 60 offices in the US government. We need to elevate the role of fighting poverty in our foreign assistance efforts. Defense Secretary Robert Gates has indicated this could strengthen our security efforts around the globe. Chairman Howard Berman introduced this bill as a first step in the effort to reform US foreign assistance. It is a step in the right direction.

We are working with an outdated model that was developed in 1961. By reforming our foreign assistance structure, we can ensure that more of our funds for development and anti-poverty initiatives go to the people who need it most.
