(c) Clarification of Accessibility Standards Under Voluntary Voting System Guidance- In adopting any voluntary guidance under subtitle B of title III of the Help America Vote Act with respect to the accessibility of the paper ballot verification requirements for individuals with disabilities, the Election Assistance Commission shall include and apply the same accessibility standards applicable under the voluntary guidance adopted for accessible voting systems under such subtitle.

For purposes of this subclause, the term ‘individual, durable, voter-verified, paper ballot’ means a paper ballot marked by the voter by hand or a paper ballot marked through the use of a nontabulating ballot marking device or system, so long as the voter shall have the option to mark his or her ballot by hand.

May as well add the provision for allowing for ID checks at the poling stations to verify the voter has the legal right to vote in the district they are voting in.
A verifiable vote on paper to be verified by the voter means the dead can no longer vote...neither can cartoon characters.
The Dead won't be very grateful to lose this privilege! And cartoon characters are going to be looney!

I agree with ntobi. While perhaps well-intentioned, this bill is seriously flawed. It does not accomplish what American citizens need to ensure fair and honest elections. To get some good info and see what the core issues are, read this concise argument against the bill:
