This bill would amend the health care reform bill to eliminate some controversial and unpopular items, and bring some of its provisions more in line with what the more progressive health care bill that was passed by the House in Nov. '09. It is a budget reconciliation bill, resulting from instructions that were included in Congress' 2010 budget plan. Under the rules, debate of this bill would be limited to 20 hours in the Senate, meaning no filibuster, and amendments would be severely limited.

‘(1) IN GENERAL- In the case of an individual described in subparagraphs (A) through (D) of section 1860D-14A(g)(1) who as of the last day of a calendar quarter in 2010 has incurred costs for covered part D drugs so that the individual has exceeded the initial coverage limit under section 1860D-2(b)(3) for 2010, the Secretary shall provide for payment from the Medicare Prescription Drug Account of $250 to the individual by not later than the 15th day of the third month following the end of such quarter.

Anyone who has a brain understands that there is a right way to do budget rec. and a wrong way. BR is for taxes and spending, not for creating a new entitlement program or even making new policy/law. It's for taxes and spending.
Let's have an intelligent discussion. Yea health care is complicated. But if it were split into seperate issues, instead of tackling everything in one single bill, maybe things would get done in Washington, and maybe people wouldn't complain about a bill being 2000 pages long.
