    • On February 17, 2009, by Anonymous - DPA had nothing to do with the artificial market bubble. What caused that were the sub prime loans such as "liar loans", ARMs readjusting, interest only loans, the economy! DPA is exactly what we need now, if you read the bill, you will see that only qualified people will receive DPA.
