There are many reasons why I support this bill over APA.
APA--offsets; companies can avoid reducing carbon emissions by doing energy efficiency or clean energy projects
CLEAR--no offsets; such projects are treated as additional programs
APA--free giveaways of emissions allowances to certain companies; shields consumers from rising fuel prices
CLEAR--no free giveaways--every carbon share is auctioned; consumers experience rising prices and thus an incentive to reduce their energy consumption
The CLEAR Act still fully or more than fully compensates American families for the rising fuel prices through monthly dividends funded by 75% of the auction revenues. This offers a further incentive to become more energy efficient--the less energy a family uses during a given month, the greater the amount of the dividend payment that the family can use for non-energy-related uses, as the dividend will then exceed the amount the family is paying due to rising fuel prices.
