I realize that all the rare earth magnetic material suppliers are outside the U.S., and that we're completely dependent on Chinese suppliers at the moment. But why is the Government getting involved here? If there's a problem, LET THE PRIVATE SECTOR -- NOT U.S. TAXPAYERS -- solve it. Let the private companies and contractors who are now paying a premium, or not getting supplies, make the investment, since they will surely profit from it later.
If U.S. taxpayers are fronting the cash, then the U.S. taxpayers should own a proportionate share in the resulting company.
