I second that, ryan6432. It wasn't a bill that was only legalizing horse slaughter but none the less, it now provides the funds for inspection,etc, which will allow it to happen. The only reason it wasn't legal to slaughter horses prior to this bill was the fact there was no funding for the inspections so legal horse slaughter was still tethering on a line and this is what cut it.
What needs to happen now is a dedicated bill making horse slaughter illegal in the U.S. in plain english with no stipulations.

It is illegal to eat horse meat in the United States and the last horse slaughterhouse was closed in 2007, but language in H.R. 2112, which was signed into law by Pres. Barack Obama last year, made slaughtering horses for meat legal once again.
