This bill is sponsored by the concrete industry, which believes that if "full life cycle costs" are considered, concrete will almost always beat out asphalt as the low cost road surfacing alternative. See: http://whataretherealcosts.org/
Needless to say, the asphalt industry disagrees. Most state DOTs make this decision on a case-by-case basis.
The concrete industry, through their "What Are The Real Costs" organization, has been running full page ads thanking Rep Paulsen for his support of their bill in local papers in the Twin Cities suburbs for the past few weeks.
