This bill is a waste of time. It is fluff. Currently "unlawfully present" people cannot become a student in the USA. They must apply for a student visa and be accepted before any grant money can be rewarded and even then if this new student plans on eating and wearing any clothes they have to get a job which means they have to pay taxes.
