If we had a constitutional amendment that basically said the US cannot operate on debt and has to have a balanced budget, then neither party could be blamed for not handing out social entitlements. Well, OK, they could, but both parties would have a defense of being able to say the money wasn't available, which it wasn't if it meant operating on debt.
