Notwithstanding any other provision of law, the Administrator of the Environmental Protection Agency or the head of any other Federal agency shall not regulate carbon dioxide emissions until the date on which the Secretary of Commerce certifies in writing that each of the People’s Republic of China, the Republic of India, and Russia have initiated measures that require carbon dioxide emission reductions that are substantially similar to the carbon dioxide emission reductions proposed for the United States.

Being carbon monoxide comes out when breathing I'm for silencing teens and others who talk without having anything meaningful to say in regards to helping the environment. For that matter we should eat more cow since their gas puts off methane gas and lowering their numbers helps the reduction of methane gas and the environment as well. Oh wait that's right plants need carbon monoxide in order to make chlorophyll. So seems we could plant more trees and flowers and talk less or point fingers.
