I am honestly confused in regards to the purpose of this bill. I've read the bill but most of it seems to just alter grammar of the bill it's attempting to rectify rather than make an real changes. Can someone tell me what this bill is proposing?

Check out section 4. This bill would make it possible (for example) for Rupert Murdoch (or one of his heirs) to own every television and radio station in the United States. The only possible effect of this proposal would be to make large, dominant media entities larger and more dominant. That doesn't make any sense by itself, but something or someone presumably persuaded Mr. Demint that it would a good thing for the country. It would be interesting to hear him explain how he came by this idea.
