The Ratings Filter allows you to determine how many user comments to view on pages here on OpenCongress. Setting the filter higher (towards 10) allows you to see only the comments rated "most helpful" by users, while setting the filter lower (towards 0) allows you to see more comments on a page.

This shouldn't even be listed. No animals should be used for testing,period. Why not use the scum of the earth, sitting on death row, wasting our tax dollars for the rest of their lives, when they can give back to society what they had rightfully taken away from so many people. THEY SHOULD BE OUR LAB RATS,DOGS,CATS,MONKEYS,RABBITS! Not the innocent animals who bring great joy to so many people.
