The Ratings Filter allows you to determine how many user comments to view on pages here on OpenCongress. Setting the filter higher (towards 10) allows you to see only the comments rated "most helpful" by users, while setting the filter lower (towards 0) allows you to see more comments on a page.
Secret lending of shares by brokers for selling short should be stopped by an SEC rule change. Small investors need to know real time how many shares have been loaned for short selling before they buy a stock. If brokers have to publish the number of shares they have loaned for short selling the small investor will be better able to make a good decision on whether to buy the stock. How in the world has Congress permitted this secret short selling to go on for so long?
