Citizens Against Government Waste have just released their <a href="http://www.cagw.org/site/PageServer?pagename=reports_pigbook2008">2008 Pig Book</a>, and it shows that Thad Chocran (R-MS) led the Senate in earmarking in 2008 with $892 million. Cochran is the top Republican on the Senate Appropriations Committee. Earmarks are parts of the budget that are set aside by senators to be given directly to their pet projects. They are often criticized as facilitators of waste and corruption.
