DeFazio was born May 27, 1947 in Needham, Massachusetts. He served in the United States Air Force from 1967 to 1971. He earned a B.A. in Economics and Political Science from Tufts University in 1969 and an M.A. in Public Administration and Gerontology from the University of Oregon, 1977.
