Born in Port Orchard, Washington on December 16, 1940, Dicks attended the University of Washington, graduating with a degree in Law in 1963. Immediately upon graduation, he became legislative and administrative assistant to long-serving U.S. Senator Warren G. Magnuson of Washington state. He worked for Magnuson until his election to Congress in 1976.
