Granger was born January 18, 1943 in Greenville, Texas. She graduated from Texas Wesleyan University. She was elected to the Fort Worth city council in 1989 and she was elected Mayor of Fort Worth in 1991. Her achievements as mayor included a drop in violent crime. After the retirement of Congressman Pete Geren in 1996, both the Democratic and Republican parties worked to recruit Granger. Eventually, Granger declared that she was a Republican and ran as such. She won the seat by a narrow margin, but was reelected in 1998 by a large margin. Granger hasn't had a serious challenge to her seat yet, and ran unopposed in 2002.
