Rep. John McHugh [R, NY-23] was appointed by President Obama to the position of United States Secretary of the Army on June 2nd. McHugh is expected to be confirmed later in the summer, which means that a special election to fill his seat will take place in the fall. McHugh, a Republican, has held the 23rd district since his initial election in 1992, but the district voted 52 percent for Obama in 2008, and it is considered a possible pick-up spot in the House for the Democrats.
