Born in 1959, Carney studied at Cornell College in Iowa before earning his Masters Degree from the University of Wyoming and his Ph.D. from the University of Nebraska. He currently teaches political science at Penn State University in Scranton. Carney is also a lieutenant commander in the United States Naval Reserves and has been called to active duty overseas several times. He is the recipient of the Defense Meritorious Service Medal, three joint Service Achievement Medals, the Navy and Marine Corps Achievement Medal, and the Outstanding Volunteer Service Medal.
